Chief Human Resources Officer
David Swift, MS, a New Cumberland native with broad experience in human resources, became chief human resources officer for Penn State Health Milton S. Hershey Medical Center and associate vice president for human resources for health affairs at Penn State effective October 3, 2016.
In this role, David oversees all human resources functions for the Medical Center and Penn State College of Medicine.
David comes from the University of Maryland Medical System in Baltimore, where he was chief human resource officer and senior vice president for three years. He is well-positioned to guide the human resources function of a growing university health system: at Maryland, he served as the architect of a system-wide HR function that serves a 12-hospital system including a university health center, community hospitals, a children’s hospital, a rehabilitation hospital, a medical group of employed physicians and more than 23,500 employees. In that role and previous positions with Maryland General Hospital & Kernan Rehabilitation Hospital, Forum Health in Youngstown, Ohio, and Crouse Hospital in Syracuse, NY, David demonstrated a particular commitment to HR customer service and efficiency, employee wellness and engagement, and leadership development.
David served in the U.S. Air Force, holding various leadership and training positions during a 21-year career. He earned a bachelor of science in business and management from the University of Maryland University College and a master of science in health care administration from Capella University.
